Taiwan Enters a New Phase in Cybersecurity Strategy
Phase 7 of the National Cybersecurity Development Program signals a shift toward AI, stronger oversight, and international cooperation.

The article offers a first look at Taiwan’s newly released Phase 7 (2025 to 2028) of its National Cybersecurity Program, marking a major shift in national strategy. With NT$8.8 billion (US$270 million) in funding, this phase places unprecedented focus on AI-enabled cyber defense, sector-specific compliance, and international technical cooperation. The aim is to move beyond fragmented efforts and toward a more mature, adaptive approach that treats cybersecurity as both national defense and a tool of digital diplomacy.
To accompany the article, I created a new timeline visualization (see below) of all seven phases of Taiwan’s National Cybersecurity Program. The original version (also below), published by the National Information and Communication Security Taskforce (Executive Yuan), only included up to Phase 5 (2017 to 2020). I redesigned it and added updated content for Phases 6 and 7 using information from the Ministry of Digital Affairs (MODA). This updated visual captures more than two decades of Taiwan’s evolving cybersecurity strategy, from early institutional groundwork to the integration of AI and a stronger international role.
